Europe Before WW2 1939 (Albany Plan)

Due to the US having to first fight at home first before getting involved in Europe, WW1 continues on for a couple of years more than in OTL. In these extra years young Austrian Adolf Hitler is killed by artillery. Like OTL Fascism sweeps Germany. But a more seemingly charismatic Nazi leader is elected. He is slow to declare himself Fuhrer and a Third Reich. He still expressed hatred of Jews. His annexation of Austria is way more voluntary ITTL and leads to annexation of Luxembourg and Liechtenstein. There was a revolution in the Sudetenland and the Nazi occupation of Czechoslovakia more by western nations. Germany negotiates a referendum with France and Belgium to determine nationalities of land given to them after WW1. If an area defines themselves as German that area would go to Germany and if they identify as Belgian or French that area would stay in that nation. Vidkun Quisling was persuaded by the German Chancellor to take control of Norway the same way he did. Fascism sweeped Norway as it did in Germany. The Norwegian Parliament held a vote and voted in favor of being annexed by Germany. The Axis was formed around the same time as in OTL, but Spain was Germany's only known ally and their alliance with Italy and Japan were kept a secret. Any assumption of an alliance between Italy and Germany was ended when both nations fought for the Balkans, then soldiers were in fact Jews who were promised freedom if they fought. An alliance was assumed between Italy and the Soviet Union as Germany "fought" against them in a fight for Eastern Europe, this was done in the same manner as in the Balkans. The Soviet Union was more convinced at the Germans honoring their pact and instead diverted a majority of their forces to the east as Japan was invading them instead of China, this was done as a suggestion by the German Chancellor. Western Europe was preparing for war with France setting their blockade and many forces close to their border with Italy. Germany seemed like a new power and friend to Western Europe, and only the British Lord of the Admiralty, Winston Churchill, looked warily at Germany. He was as correct as he was in OTL.
